The Internal Revenue Service (IRS) issues Individual Taxpayer Identification Numbers (ITINs) to people who are required to have a U.S. taxpayer identification number but who do not have, and are not eligible for, a Social Security number (SSN). ITINs are used by people who have tax filing or payment obligations under U.S. law, but who are not eligible for an SSN. Who needs an ITIN?

Is the ITIN a way for the government to track undocumented immigrants?
